一、「外國專業人才延攬及僱用法」第2次全案修正，業經立法院於114年8月29日三讀通過，並由總統於同年9月24日公布。行政院指定施行日期，其中部分條文自 115年1月1日 起施行，部分條文自 115年6月30日 起施行。

二、本次修法重點包含：
（一）僑外生畢業留臺工作零門檻：在我國取得副學士以上學位之僑外生，畢業後延期居留2年期間，得免申請工作許可，自由從事工作、實習、職業訓練、創業或打工等活動。
（二）放寬外國大學優秀畢業生來臺工作資格：世界前200名大學畢業生可申請個人工作許可；前1,500名大學畢業生可免除2年工作經驗限制。
（三）外國高階專業人才配偶得自由工作：配偶可逕向勞動部申請個人工作許可，自由在臺工作。
（四）永久居留規定更友善：取得我國副學士以上學位之僑外生，申請永久居留可折抵1至3年居留年限；符合條件之外國特定專業人才，居留滿1年即可申請永久居留。
（五）就業與退休保障提升：未取得永久居留之外國專業人才亦可適用勞退新制，並放寬適用就業保險。
（六）提供身障與長照服務：符合條件之外籍專才可使用身心障礙及長期照顧服務。

The Act for the Recruitment and Employment of Foreign Professionals was comprehensively amended for the second time. The amendments were passed on August 29, 2025, promulgated on September 24, 2025, and will take effect on January 1 and June 30, 2026, depending on the provisions.

Key highlights include:

No work permit required for overseas Chinese and international students with associate degrees or above during the two-year post-graduation residence period.

Expanded eligibility for graduates from top-ranked global universities.

Open work rights for spouses of senior foreign professionals.

More flexible and faster permanent residency pathways.

Enhanced employment insurance and pension coverage.

Access to disability and long-term care services for eligible foreign professionals.
